With over two decades of experience in European public affairs, Thomas Kieffer is the Founder & CEO of KDC Conseil, leading the firm with a strategic vision rooted in policy expertise and institutional insight. His career spans public affairs, EU law, competition policy, and regulatory strategy, advising businesses, trade associations, and institutions on navigating complex legislative landscapes.
Before founding KDC Conseil, Thomas served as a Parliamentary Assistant at the European Parliament (1999–2010) and as a Policy & Communication Advisor at The Brewers of Europe. His expertise covers EU competition law, digital policy, energy, industrial strategy, and international trade, making him a trusted advisor in high-stakes regulatory matters.

Ivan Scuderi joined KDC Conseil in 2020, bringing deep expertise in EU law, European institutions, and political developments across the EU and its Member States. With a strong background in environmental and energy policy, he provides clients with strategic insights, legislative monitoring, and policy analysis to help them navigate complex regulatory landscapes. His ability to translate legislative developments into actionable strategies ensures that businesses and associations stay ahead in an evolving policy environment.
Prior to joining KDC Conseil, Ivan worked as a Parliamentary Assistant at the European Parliament, specializing in EU environmental and energy policies. He has also contributed to an Italian university-affiliated online magazine, covering European politics and economic affairs. His experience in stakeholder engagement, advocacy, and event organization makes him a valuable asset in delivering impactful public affairs strategies. In his free time, Ivan reads history and plays the guitar.

With a career dedicated to territorial development and strategic influence, Noel Felten advises policymakers and organizations on advocacy and growth strategies. As a former chief of staff, parliamentary assistant, and political advisor, he has developed a strong expertise in political, economic, and institutional affairs in both France and Europe. His experience working alongside key decision-makers has enabled him to defend the interests of local authorities, businesses, and strategic industries, ensuring their voices are heard at the highest levels.
Passionate about territorial promotion and economic development, Noel believes in a pragmatic and results-driven approach to policymaking. He holds a Master’s degree in International Relations from the University of Strasbourg and has worked extensively in European affairs, including managing EU funding programs. Before joining KDC Conseil, he served as Chief of Staff for a major municipality (2017–2024), overseeing strategic initiatives and institutional relations.

Stella Rivat has been a consultant at KDC Conseil since May 2024, specializing in agrifood and digital policy issues. Based in Rome, she is completing a dual degree in European Public Affairs between the University of La Sapienza and Sciences Po Lille, with a thesis on the Europeanization of AI regulations in the Italian and French systems. Previously, she gained professional experience at the French Embassy in Rome in educational cooperation, as well as in a law firm specializing in human rights at the European Court of Human Rights (ECHR).

Ismail El Gataa specializes in EU digital policy, competition, and regulatory affairs, helping clients navigate the evolving European legislative landscape. With a strong foundation in policy analysis, stakeholder engagement, and strategic advocacy, he ensures that businesses and associations effectively position themselves in regulatory debates. He is a lover of football, AC Milan and Ferrari.

Philip Cordery is a recognized expert in European policies and stakeholder management. He is the founding president of Europhil, an independent organization (2025- ). A former member of the French National Assembly (2012–2017), he also held strategic roles within the Party of European Socialists, serving as Secretary General (2004–2012) and as Director of the International Department of the French Socialist Party (1998–2004).
His expertise spans various fields, including European funding, project design, and stakeholder management. He also works on digital and urban policies. As part of his collaboration with KDC Conseil, Philip Cordery brings extensive experience to support the definition and implementation of European projects.

Anne Testuz is a recognized expert in influence strategy, institutional communication, and media relations, with over twenty-five years of experience at the intersection of the political, economic, and international spheres. She is the founder of Anne Testuz Communication, an independent strategic advisory agency, through which she advises and supports governments, public institutions, major corporations, foundations, and high-profile individuals in the development and implementation of their positioning strategies in France, Europe, the Middle East, and Africa.
Her in-depth understanding of geopolitical dynamics—particularly in Africa—enables her to integrate local realities into tailored influence strategies that combine stakeholder engagement, media campaigns, and digital ecosystems. She leverages her extensive network—journalists, influencers, and public decision-makers—to deliver concrete influence actions adapted to the challenges of specific territories and public policies.
A former senior executive in communication for leading media groups (Emap / Mondadori France, Axel Springer) and content platforms (Wengo/Vivendi), she has a deep command of the entire media and digital value chain.
As a strategic partner of KDC Conseil, she works on assignments with strong institutional and international dimensions, bringing her hands-on expertise in reputation management, crisis communication, and influence relations.

Gilbert Eustache is the founder and CEO of GEC Conseil, a company specializing in strategic consulting and the management of complex projects. With 17 years of experience at NAVAL GROUP, where he served as Director of the Toulon/Ollioules site, he oversaw more than 1,000 expert engineers in the design, development, and integration of interoperable systems, strengthening his expertise in defense, security, maritime industries, and industrial R&D.
As part of his collaboration with KDC Conseil, Gilbert Eustache leverages expertise in European funding, innovative project design, and the management of complex industrial challenges. His strategic vision and deep experience in innovation and R&D provide essential value in addressing large-scale technical and industrial issues.
